Project 2025's Legal Firewall Struck Down—But Could Return!
A budget Provision Designed to Protect Authoritarian Power was removed by Parliamentarian rule but 60 votes could bring it back!
It is critical that we take action to stop Congress from reviving the bond provision.
In my June 18 Substack, I told you about a sneaky provision that would require massive financial bonds for any entity or person to challenge the government. You can read the post here!
Yes — the bond provision has been struck from the Senate budget bill by the Parliamentarian’s Byrd Rule review.
But there are options for the authoritarians to try. We shouldn’t take anything for granted!
The Parliamentarian did her job, now we must do ours!

What to Say When You Call or Email:
Hello, my name is [Your Name], and I’m a constituent from [Your City, State].
I’m calling to demand that [Senator’s Name] publicly oppose any attempt to revive the bond requirement provision that was just struck from the budget bill by the Senate Parliamentarian.
This provision would have made it nearly impossible for individuals, nonprofits, and even state governments to get emergency court orders to stop illegal federal actions—unless they could post a massive financial bond. It’s unconstitutional, undemocratic, and authoritarian.
This kind of power grab doesn’t belong in any budget, and it must not be allowed back into the final version of the bill during conference negotiations.
I urge you to speak out publicly and commit to voting NO on any bill that contains this provision—or anything like it.
